The Cook Islands Football Association (CIFA) is the national governing body for association football in the Cook Islands, a self-governing island country in the South Pacific. The association is responsible for promoting, organising, regulating, and developing football throughout the country. It is affiliated with FIFA, the international governing body of football, and the Oceania Football Confederation (OFC), which oversees the sport across the Oceania region.
CIFA administers national football activities and supports competitions for men, women, youth, and grassroots participants. Its responsibilities include organising domestic leagues and tournaments, supporting affiliated clubs and island football associations, developing referees and coaches, and coordinating national-team programmes. The association also promotes futsal and beach soccer as part of its wider football development activities.
The organisation operates its headquarters and football academy at Matavera on Rarotonga. The facility serves as an administrative centre and a venue for football training and development. Through its academy and grassroots programmes, CIFA seeks to identify emerging talent, improve coaching standards, increase participation among young people, and create pathways for players to progress into representative football.
CIFA works with affiliated football clubs on Rarotonga and football associations on the outer islands. This network helps coordinate competitions and development initiatives across geographically dispersed communities. Its programmes include youth football, girls’ and women’s football, coach education, referee development, school partnerships, and community-based participation initiatives.
The association also collaborates with FIFA, OFC, schools, community organisations, and other sporting bodies to strengthen football infrastructure and improve access to training and competition. These partnerships support technical development, facility improvements, equipment provision, and opportunities for local teams to participate in regional competitions.
As the national football governing body, CIFA plays an important role in connecting community football in the Cook Islands with the wider international game. Its work combines domestic competition administration, national-team representation, grassroots participation, technical education, and long-term football development across the islands.
